  • ADVISORY FOR SEAFARERS (MANDATORY REQUIREMENT OF PAG-IBIG MID NUMBER)

    Advisory for Seafarers 
    (Mandatory Requirement of Pag-IBIG Member ID Number)

    Integrating Pag-IBIG member-contributions into POEA's Electronic Payment and Collection System (EPCS).
    Beginning 01 February 2022, the POEA shall-now require all OFWs and aspiring OFWs to provide and encode their Pag-IBIG Member ID Number (Pag-IBIG MID) into their E-Registration System Account.
    Pag-IBIG Fund shall require its members to provide their Pag-IBIG MID Number for all Pag-IBIG Fund Transactions, effective immediately, to ensure uninterrupted availment of Pag-IBIG Fund benefits and to avoid delays in the processing of loan and provident fund benefit claim applications of Pag-IBIG OFW-members.

  • VACCINATION UPDATE SEAFARERS (Q&A)

    PLEASE FIND BELOW UPDATE AS PER MAY-2, 2021. While we will try to keep this updated as best as we can the situation is still very fluid and things may change without notice.

    Q1 : Are seafarers prioritized in the Philippines for Covid Vaccinations?

    A1 : Yes they have been upgraded from priority-group B5 to A4 for essential workers. This puts them in front of the line after A1-Health care workers, A2-senior citizens, A3-people with co-morbitities.

    Q2 : From when will priority vaccination of seafarers start?

    A2 : At the moment (May-2) most cities in the Metro Manila area are finalizing the first vaccination of priority group A2 & A3. It is expected that in those cities will make a start with vaccinating group-A4 (essential workers incl seafarers) in May. The city of Manila has already started vaccinating group-A4.

    However progress very much depends on the locality where the seafarer is living. In the province the progress will be slower as the urban areas with the highest prevalence of the virus are prioritized over areas in the province with lower number of cases. 

    Q3 : From when can we expect the first seafarers to be vaccinated?

    A3 : Realistically if the process starts gradually in May and given the fact that all vaccines available in the Philippines require at least two shots the earliest would be sometime in May. However as group A4 is a large group and the demand is high, supply will probably determine how many and how fast seafarers can be inoculated. The bulk of vaccines ordered is not expected to arrive in the country until July this year.

    Q4 : Does Avior have access to vaccines?

    Q4 : Avior has ordered 1500 doses AZ and 500 doses Novovax as a back up in case Government action remains lacking. Avior did so in a tri-partite agreement with the government as it is not possible to buy direct from manufacturers and import vaccines outside government channels. Those vaccines are expected to arrive some time in the third quarter. The government will then have to make those doses available through Department of Health (DOH) accredited vaccination sites. Until those doses arrive the industry will be dependent on the supply secured by the government.

    Q5 : What vaccines will be used?

    Q5 : At the moment (May-2) it is not possible to choose a vaccine. What vaccine will be used in this phase mainly depends on what is available. At present and until Q3 this will be mainly Sinovac and AZ. No choice is offered or allowed in government vaccination centers at the moment.

    Q6 : What proof will seafarers get of vaccination?

    Q6 : The government has commissioned the department of IT & Communications to come up with a digital solution but this is still a work in progress. It is not clear yet how this will be organized. At the moment one registers on line and will be issued a hard copy vaccination card. It is assumed that in the absence of a digital solution, the vaccination will be mentioned on the International Certificate of Inoculations.  

    Q7 : What vaccines have been ordered and when are they expected to arrive?

    A7 :  The government is still in the process of procuring and approving vaccines and real momentum on arrivals is not expected until Q3. (see infograph at bottom. Please take indicated arrival months as estimate as present supplied very depending on available flights)

    Q8 : How can a seafarer qualify for vaccination?

    A8 : As the A4 group is a large priority group it is expected that the authorities will prioritize within this group. It was communicated that seafarers scheduled to leave within 2 months (having a signed contract to prove it) will have the highest priority. It is not clear yet where they can obtain this vaccination but it is expected that with the proof they can report either in their own LGU (where they live) or be referred by Avior to a DOH vaccination site in Manila.

    Q9 : Who will pay for Covid-vaccinations?

    A9 : As it is now the Covid Vaccinations obtained through the government will be free of charge but are always pending availability. In future when government supply falls short we hope Covid vaccines can be obtained through PEME clinics or from the stock ordered by Avior Marine Inc. Vaccines provided in this way will have to be charged to the Principal. Please note that all vaccines ordered under tri-partite agreements with the government will have to be given to seafarers free of charge. This is a condition in the agreement.

    No need to say that if Government vaccines are available Avior will refer seafarers to obtain those free vaccines and only if preference of Principal is not available Avior will use our own channels once available.

  • SEAFARERS PRIORITIZED FOR COVID VACCINATIONS

    MANILA - Filipino seafarers were brought higher in the country’s list of COVID-19 vaccine priority groups as their work is considered crucial in keeping the economy alive, the Department of Transportation said Monday. FOR AVIOR VACCINATION UPDATE CLICK HERE

    From being part of B3 (other essential workers) or B5 (overseas Filipino workers), Filipino seafarers are now under the sub-group A4 (frontline personnel in essential sectors, including uniformed personnel), or the Top 4 priority sector. Its previous classifications only rank 8th and 10th in the government’s vaccination priority framework. (FOR TOTAL LIST CLICK HERE)
    The DOTr said in a statement that the Inter-Agency Task Force for the Management of Emerging Infectious Diseases approved the recommendation to reclassify seafarers in the priority list.

    Based on government data, a total of 549,000 active seafarers are deployed overseas, while some 51,000 are working domestically. There are also 181,000 seafarers with no updated sea service within the last 3 years, the DOTr said.

    “This is a very good development for our maritime industry champions— our seafarers. Now, our Filipino seafarers will be given priority to be vaccinated. Paulit-ulit ko pong inilalarawan ang ating maritime workforce bilang mga silent workers ng bayan. They work silently, yet their contribution is as crucial as keeping the economy thriving,” Transportation Secretary Athur Tugade said.

    “The working group is in the unified position to push for the prioritization of Filipino seafarers in the country’s COVID-19 vaccination program to secure their employment, and to ensure the safe shipping operations of essential goods amid the pandemic,” added DOTr Asec. Narciso Vingson, Jr.

    Top priority will be given to active seafarers or those with recorded sea service within the last three (3) years, while new seafarers or those with last recorded sea service beyond 2018 shall be ranked second, the DOTr said.

    In late March, the International Civil Aviation Organization, International Labor Organization, International Maritime Organization, International Organization for Migration and World Health Organization called on governments to prioritize seafarers and aircrew in the COVID-19 vaccination program “to facilitate their safe movement across borders.”

  • Foreign Crew Change Ban extended until Jan-31

    The Philippines temporary ban on international crew change has been extended to the end of January and now covers 35 countries with the addition of the UAE and Hungary.

    The Philippine Port Authority (PPA) said that a memo from the Philippines government Department of Transport had extended the temporary ban due to expire today, 15 January, had been extended until the 31 January.

    The list of countries on the ban, which relates to the new mutation of the Covid-19 virus that spreads more easily, and has now been increased to 35 countries with the addition of the United Arab Emirates (UAE) and Hungary.

    “The memo provides that all vessels coming from any of the flagged countries within 14 days immediately preceding arrival in the Philippines are barred from disembarking their foreign seafarers,” PPA said. The move is in line with a travel ban to the Philippines from the same 35 countries.

    For Filipino national seafarers arriving from the 35 listed countries in the last 14 days disembarkation is not prohibited, however, is only allowed in the Port of Manila with transfer by shipping agents to dedicated facilities for a strict 14-day quarantine.

  • AVIOR appoints Managing Director

    As of February-1, 2019 Capt Gregory N. Sevilla has been appointed as Managing Director of Avior Marine Inc. Capt Sevilla has a long history with Avior. Being a graduate from the Palompon Institute of Technology he joined the fleet of Avior Principal Seatrade as a cadet in 2005 and made his progress through the ranks until his appointment as Master in 2015. Prior his appointment as Master he also served one year as a Marine Superintendent in Holland & Germany. 

    Apart from his seagoing experience Capt Sevilla has served as MD and training Director for Oceanwide training centre and has previous involvement as Business consultant for Avior on various projects. He is an Associate Fellow of  the Nautical Institute (AFNI) and a founding member of the International Society of Maritime Instructors and Assessors (ISMIA). Capt Sevilla also holds an IT degree.

    On behalf of the Board, Avior Director Joost Mes expressed

    Tugade claims Philippines is ‘fully compliant’ with Emsa standards (source business mirror Oct-2)

    The Philippine government is now fully compliant with standards set by the European Maritime Safety Agency (Emsa), a body that screens seafarers from different parts of the world who aspire to work with European flag vessels, Transportation Secretary Arthur P. Tugade declared. 

    In his recent meeting with International Maritime Organization (IMO) Secretary-General Kitack Lim in London, Tugade cited “a lot of positive developments” in the Philippine maritime industry over the past two years. He noted improvements in state processes, industry competitiveness and education of Filipino seafarers.

    Tugade’s effort is part of the government’s campaign to have the Philippines remain on a white list of countries for maritime manpower. It is feared that the country might be removed from the list should the government fail to tick off several issues on the country’s standards of training, certification and watch keeping (STCW) that were raised by the European body last year.

    Tugade presented to Lim the initiatives of the Maritime Industry Authority (Marina) that addressed the well-being of Filipino seafarers, citing the “hassle-free” issuance of seafarer’s identification and record book, the agency’s online appointment system, the removal of uniform rental fees for applicants, and the upgrading and automating of exams.

    According to Tugade, Lim emphasized the importance of Filipino seafarers in the global maritime industry. These men and women, he said, are “highly regarded” in the industry, and are often cited as examples to other countries “for their diligence and discipline.”

    The Filipino transportation chief committed to continue to support the initiatives of the IMO, and to continue to push for reforms and policies that will set the bar for a “world-class” local maritime industry.

    Marina, headed by administrator Leonardo B. Guerrero, is scheduled to present the developments of the local industry to the Emsa this month.

    In an interview, Guerrero said Marina will submit the compliance report to the European bloc’s agency, which listed last year several issues on the country’s standards of training, certification and watch keeping (STCW) that may remove the Philippines from the list of whitelisted countries.

    “We have already submitted our initial report. We intend to submit our compliance status this month, and by the end of October, we expect that somebody from Emsa will be contacting us for us to demonstrate the proof of evidence for compliance,” he said.

    Included in the measures initiated by Marina is the extensive review and revision of seven existing national provisions and the development of six training course packages, all of which, Guerrero said, “are ready for implementation.”

    He added that President Duterte’s issuance of Executive Order 63, which further strengthens the authority of Marina in implementing the 1978 International Convention on STCW, is another essential part of the measures being implemented.

    The said issuance harmonizes the administration of maritime education programs and fosters interagency cooperation framework among various government agencies, such as the Commission on Higher Education, Department of Health and the Philippine Coast Guard.

    It also ensures a stronger Marina representation in the technical panel on maritime education, and provides the agency a more explicit role and authority in the evaluation and inspection of maritime programs.

    Last, Marina is “doing the final works” for the launching of an integrated information-technology system that will integrate the agency’s services and processes online. It is set to be formally introduced in 2019. (Business Mirror Oct-2, 2018)

    Top priority will be given to active seafarers or those with recorded sea service within the last three (3) years, while new seafarers or those with last recorded sea service beyond 2018 shall be ranked second, the DOTr said.

    In late March, the International Civil Aviation Organization, International Labor Organization, International Maritime Organization, International Organization for Migration and World Health Organization called on governments to prioritize seafarers and aircrew in the COVID-19 vaccination program “to facilitate their safe movement across borders.”

  • Foreign Crew Change Ban extended until Jan-31

    The Philippines temporary ban on international crew change has been extended to the end of January and now covers 35 countries with the addition of the UAE and Hungary.

    The Philippine Port Authority (PPA) said that a memo from the Philippines government Department of Transport had extended the temporary ban due to expire today, 15 January, had been extended until the 31 January.

    The list of countries on the ban, which relates to the new mutation of the Covid-19 virus that spreads more easily, and has now been increased to 35 countries with the addition of the United Arab Emirates (UAE) and Hungary.

    “The memo provides that all vessels coming from any of the flagged countries within 14 days immediately preceding arrival in the Philippines are barred from disembarking their foreign seafarers,” PPA said. The move is in line with a travel ban to the Philippines from the same 35 countries.

    For Filipino national seafarers arriving from the 35 listed countries in the last 14 days disembarkation is not prohibited, however, is only allowed in the Port of Manila with transfer by shipping agents to dedicated facilities for a strict 14-day quarantine.

  • AVIOR appoints Managing Director

    As of February-1, 2019 Capt Gregory N. Sevilla has been appointed as Managing Director of Avior Marine Inc. Capt Sevilla has a long history with Avior. Being a graduate from the Palompon Institute of Technology he joined the fleet of Avior Principal Seatrade as a cadet in 2005 and made his progress through the ranks until his appointment as Master in 2015. Prior his appointment as Master he also served one year as a Marine Superintendent in Holland & Germany. 

    Apart from his seagoing experience Capt Sevilla has served as MD and training Director for Oceanwide training centre and has previous involvement as Business consultant for Avior on various projects. He is an Associate Fellow of  the Nautical Institute (AFNI) and a founding member of the International Society of Maritime Instructors and Assessors (ISMIA). Capt Sevilla also holds an IT degree.

    Tugade claims Philippines is ‘fully compliant’ with Emsa standards (source business mirror Oct-2)

    The Philippine government is now fully compliant with standards set by the European Maritime Safety Agency (Emsa), a body that screens seafarers from different parts of the world who aspire to work with European flag vessels, Transportation Secretary Arthur P. Tugade declared. 

    In his recent meeting with International Maritime Organization (IMO) Secretary-General Kitack Lim in London, Tugade cited “a lot of positive developments” in the Philippine maritime industry over the past two years. He noted improvements in state processes, industry competitiveness and education of Filipino seafarers.

    Tugade’s effort is part of the government’s campaign to have the Philippines remain on a white list of countries for maritime manpower. It is feared that the country might be removed from the list should the government fail to tick off several issues on the country’s standards of training, certification and watch keeping (STCW) that were raised by the European body last year.

    Tugade presented to Lim the initiatives of the Maritime Industry Authority (Marina) that addressed the well-being of Filipino seafarers, citing the “hassle-free” issuance of seafarer’s identification and record book, the agency’s online appointment system, the removal of uniform rental fees for applicants, and the upgrading and automating of exams.

    According to Tugade, Lim emphasized the importance of Filipino seafarers in the global maritime industry. These men and women, he said, are “highly regarded” in the industry, and are often cited as examples to other countries “for their diligence and discipline.”

    The Filipino transportation chief committed to continue to support the initiatives of the IMO, and to continue to push for reforms and policies that will set the bar for a “world-class” local maritime industry.

    Marina, headed by administrator Leonardo B. Guerrero, is scheduled to present the developments of the local industry to the Emsa this month.

    In an interview, Guerrero said Marina will submit the compliance report to the European bloc’s agency, which listed last year several issues on the country’s standards of training, certification and watch keeping (STCW) that may remove the Philippines from the list of whitelisted countries.

    “We have already submitted our initial report. We intend to submit our compliance status this month, and by the end of October, we expect that somebody from Emsa will be contacting us for us to demonstrate the proof of evidence for compliance,” he said.

    Included in the measures initiated by Marina is the extensive review and revision of seven existing national provisions and the development of six training course packages, all of which, Guerrero said, “are ready for implementation.”

    He added that President Duterte’s issuance of Executive Order 63, which further strengthens the authority of Marina in implementing the 1978 International Convention on STCW, is another essential part of the measures being implemented.

    The said issuance harmonizes the administration of maritime education programs and fosters interagency cooperation framework among various government agencies, such as the Commission on Higher Education, Department of Health and the Philippine Coast Guard.

    It also ensures a stronger Marina representation in the technical panel on maritime education, and provides the agency a more explicit role and authority in the evaluation and inspection of maritime programs.

    Last, Marina is “doing the final works” for the launching of an integrated information-technology system that will integrate the agency’s services and processes online. It is set to be formally introduced in 2019. (Business Mirror Oct-2, 2018)
